Utilities are typically: electricity, water and gas.  The Quote would usually state if utilities are excluded.

For short stays typically less than 3 months, utilities are typically included. Reasonable usage is covered by the property manager/ landlord. Excess bills (more than 25% on same period previously) are payable by the Visitor and may be deducted from the Security Deposit or Credit Card provided.

For long stays of more than 3 months or leases, typically utilities are excluded and billing for electricity, gas and water usage charges are paid by the Visitor.

It is easy to connect Utilities prior to arrival with your preferred company.  Please ask your property manager about the current utility arrangements.
